there is a subtle difference in meaning between
The only way to go to VA from NJ is to take I-95
AND
If you want to go to VA, then you take I-95.
Sentence#1 tells me about ONLY ONE necessary condition.
Sentence#2 can have 100 other necessary conditions. It's just that taking I-95 is one of the many possible necessary condition.
Please let me know whether my understanding is correct.

 B does not, by default, preclude the possibility that there are necessary conditions other than B that also need to be met. If you wish to suggest that B is the only necessary condition for A, you need to explicitly say that.
