if the stranger DOESN'T provide proof of being from a gov't agency, then householders should evade or refuse to answer their questions. I narrowed things down to A and E but both seemed to match the conditions.

Answer choice (A) has no polite evasion and no refusal to answer. An answer was provided (so no refusal) and that answer was a straight-up statement of something Mary didn't know about (no evasion there).
