While it may seem that N and O are a block due to the fourth rule, that is not the case. That rule is conditional, and is triggered when N is Randsborough. If N is at Souderton and O is at Randsborough, the rule is not violated. Here's the hypothetical that conforms to all of the rules and has them separate:
