I apologize if this is addressed elsewhere, but if it takes me anywhere near 8 min 45 sec to find something, I'm starting a new topic!

In the answer explanantion, it says that O is not possible at table 4. Could someone please explain why?

The “O” Not Law on table 4 is correct because placing O on 4 causes a violation of the third rule:

When O is placed at table 4, then tables 1, 2, and 3 must be occupied by patrons P, Q, and M (not necessarily in that order). This forces the Empty table (variable “E”) to be assigned to table 5, 6, or 7. Unfortunately, that assignment is a violation of the third rule that states that tables 5, 6, and 7 must be occupied by a patron.
