Maybe I am over thinking answer choice E), but I don't know why it is the correct answer. At first, I was put off by the word "maintain," which implies some degree of interference. Is E) correct because it is more correct than B)?

E is a little troublesome, yes, especially with the word "maintaining". It does sound at first like they're interfering with the land, like giving maintenance to a car. :ras:

But in this case, "to be maintained as wilderness" means that the status of these areas of land as wilderness - untamed, unspoiled land - will be maintained. Maintained here in the sense of "preserved".
