I understand why C is correct but what is wrong with B?

If it said "chron...the [history] of a phenomenon, would that be a better answer?

The primary purpose of this passage is to explore the more-difficult-than-expected question of what makes a piece of art fake or original, across cultures and time periods. Answer choice (C) fits best with this purpose. Consider, for example, how the discussion of the question mark in the title of the text being discussed fits in very well with this purpose. Answer choice (B), in mentioning "evolution" or change, conflicts somewhat with the author's point that fakes have been around wherever there was artwork. I agree with you that (B) would be a better answer if it spoke of "chronicling the history" but even so this passage is not merely historical. It uses history as a means, rather than an end, to illustrate and explore the central concept of fakeness versus authenticity.
