Hi, I put B: hierarchy b/c I thought that arranging from simple to complex would follow a hierarchal structure. Why would A be a better answer?

Looking at the second paragraph, we see that documenting the linguistic structures comes first, before arranging it into a sequence, aka a hierarchy:
The grammatical information is then arranged in sequence from the simpler to the more complex types of usage
The use of "then" indicates that this is not the first step, but a subsequent step. Thus, answer B is not describing the first step in the process, but the second.
