I chose (D). Why is it (B)? Isn't contingency exactly what (B) is?

It's tricky. The reason why (D) is not correct is because contingencies are controllable to some extend (they are "social phenomena over which we have various degrees of control" - lines 21 - 22). (B) is the correct answer choice, because contingencies are not a form of historical structuring: they help shape our identities and capabilities, and in doing so inform our making of history. In other words, contingencies form historical structuring, but are not a form of historical structuring. Do you see the subtle distinction?
