I applied for law school last year and was rejected from everywhere I applied to. I'm wondering now, do I completely change my personal statement and my letters of recommendation? I genuinely haven't done anything new to add to my resume and not sure how to approach that portion of the application this time around.

For your Personal Statement, yes 100% you need to change it. Harder to tell with your LORs, but likely it would be good to change them too since they didn't do the job the first time.
