That's where you didn't pay a toll, and they mailed you a notice to pay that probably included some fees on top of the toll charge, right? That's not a "moving violation," so if the application doesn't call for it, you don't need to disclose.
But...
When in doubt, it's better to disclose than not. Nobody will care at all about this violation if you disclose it, but someone might care if they thought you were trying to hide it dishonestly. If I were in your shoes, I would list it in the appropriate place. Better safe than sorry.
