I do not understand where there is support for E. I did not think any of the questions had enough support.

The question asks us to choose the answer that is consistent with the author's perspective. The author's broad perspective was that Marshall contributed substantially to the strategy and methodology used by public interest litigators of every variety. The author points out (from lines 45-end) that the strategies are used for "various public purposes" and are "divergent" from his own objectives. This is ample support for (E), which says that his techniques could be used for purposes he "might not" have intended.
