How come B is the answer ? I mean C looks right to me too. I think I am misunderstanding the Question .

If you read from lines 40-45, the passage states, "The first question they must investigate is: Given the evidence suggesting that the primary relationship of imported cultural productions to domestic ones is not dominance, then what model best represents the true relationship?"

(B) most clearly rephrases this. Line 44 states it must start with creating a model, not identifying certain roles in daily life, as answer (C) suggests. While both the answer choices have some similar respects, you can back up (B) by referencing to the passage, while it's not clear one can do this with (C).
