Sorry - are you referring to the use of "stabilizing" around line (40)?
The author argues that Schoenberg pushed his original works until they didn't have a tonal basis becasue he felt it was an inevitable step (line 35) before eventually restabalizing the works line (40). Each of these styles is related to the one before, which is why the author likely would agree that there was a natural progression here.
