Hi,

I eliminated E because of the word 'initially'. What does it matter if gasoline prices initially drop because they could, at some point, fall by half at a later date. Was this OK logic to eliminate the answer choice? Thanks!

I think you mean that you eliminated (D). The reason (D) is wrong is that the stimulus is about comparing the price of oil to the price of gas. (D) is about the price of gas and how much consumers purchase, which is off topic.
