This would be like Yolanda extrapolating a broad conclusion from a single instance of an event. For example, if she said "since there are alcohol problems at your university, it's probably the case that there are alcohol problems at all universities." There are inherent problems with that train of logic. But to be clear, that's not exactly what's happening in this stimulus. Yolanda does say that "alcohol problems exist at all universities", but it's a premise that is used in support of her argument that the problem isn't fraternities, it's cultural.
