I am confused as to why answer choice D is the correct answer. In answer choice D, slots 2 and 3 both contain a single industry feature. Is this violation of the third rule, "An issue can have at most one industry feature?"

I had the same question. I am obviously not understanding the rules of this game. It is obviously not saying there can't be more than one industry feature. Help!
