So I had the exact same process as you the first time I did this question. I eliminated A in my first read through along with each of the other four answer choices and then had to start over.
I think the word "established" would help, as you said, but there are many instances in reading comp and in must be true in logical reasoning where I could add a word to a correct answer choice to make it an even more correct answer choice. However, the LSAT needs to add difficult must be true questions in both the reading comp and the logical reasoning to try and make it harder on test takers.
The best way to think through this question in my opinion, is to understand that it is nearly impossible to make any case for the other four answer choices being correct. Whereas answer choice A, although not perfect, can have a case be made on its behalf.
The best way to make a case for A, is to assume that the answer choice is referencing existing or established land reserves, as you mentioned, and this is not a crazy assumption. This would make the answer choice correct if the answer choice is referencing existing or established land reserves.
This question is very challenging though, and I'm glad you got it right, and I would just stick with your reasoning of picking A because you hated it the least because I did the same.
