You don't necessarily need the argument to describe an overall increase in number of flights in an area for answer choice C to be assumed by it. Rather, all you need is an increase in the number of flights to which consumers have easy access. Now I'll agree there's a little slippage between the language of "easy access" and "small airports," but that's a pretty minor problem with answer choice C (in contrast to the major problems with each of the other answer choices in the question). So long as you allow that the industrial representative's scenario is describing an increase in access somewhere (and it's pretty hard to deny that, because there is according to the conclusion an increase in access at small airports), and so long as you allow that location to be one where consumers have "easy access" (a little bit less secure leap, but not a big one), then answer choice C does the job quite well (regardless of what's happening at those hypothetical non-metro, non-small airports you're contemplating).
