The key thing to understand about Answer D is that it is saying the conclusion is about a state of affairs in the present (which is true) based on speculative claims about a future state of affairs. This second part of the answer means that the speculative claims about the future would have to be in the premises, not in the conclusion.

This answer would possibly work if the argument had stated something along the lines of:

"We will never see paintings as impressive and historically important as those being sold (speculative claims about the future), therefore selling these paintings is definitely a mistake (firm conclusion about the present)."
