In this stimulus, the author concludes that triple-trailers are safer than other commercial vehicles. In support of this, the author cites to data from a particular part of the country to suggest that they are in fact safe.

But what if that part of the country was not representative of the whole? This is what answer choice (B) gets at. (B) suggests a different reason for why there are fewer fatalities. Rather than triple-trailers being safer, the answer choice suggests it is instead the fact that the particular part of the country from which data was used actually has pretty sparsely populated roads. In other words, this weakens the force of the premise in support of the conclusion.

Answer choice (D) states, "In areas where the triple-trailers are permitted, drivers need a special license to operate them." If anything, this to me would seem to strengthen the conclusion rather than weaken it. This would bolster the view that they are safer because it suggests that everyone driving triple-trailers had to demonstrate adequate skills through some certification or licensure.
