Flaw questions are typically a matter of describing what happened. But in this problem, many students at first don't see a flaw, which compounds the difficulty.
The author describes a situation where those retirees who volunteer also happen to have certain benefits/advantages. The immediate thought many people have is that the volunteering causes those benefits. And the newsletter writer draws that conclusion too! But does it have to be the case that the volunteering is the cause? No, it could in fact be a reverse scenario, where those retirees who come in better shape, more money, more resources are the ones who are best able to volunteer.
So, the prephrase here is that the newsletter might have it backwards: it's not volunteering causing all those benefits, it was those advantages that allowed those retirees to volunteer in the first place.
