What is the flaw in the stim here?

I was thinking it doesnt make sense to conclude there will not be any applicants regardless of high salary just because it says one person is not applying for the job and no one wants it as much as that person.

Yes, that is a good description of this flaw:
  • Just because the person who wants something the most isn't interested doesn't mean someone else won't be.
Look for the matching argument with the same problem:
  • Joshua wants the job the most but isn't going for it, so no one else will.
  • Mr. Moore wants the contract the most but isn't going for it, so no one else will.
