Hello!

For answers B and D, is it correct to say that the word 'sufficient' in the answer choices implies that the government stepping in and increasing taxes is enough to make the problem disappear? And that is why B and D are incorrect?

Hey cmorris! Yup, that's exactly right. The stimulus never tells us that increasing taxes is enough (aka sufficient) to solve the problem of homelessness, it only tells us that increasing taxes is necessary to solving the problem. So since we don't know that the measure is sufficient to solve the problem, we can immediately toss out B and D.
