Sorry, and following up on my previous question, would (D) be correct if it said, "there is no other way to increase applications other than to increase fees/the only way to increase apps is to increase fees"?

Increasing fees wouldn't have to be the only way, but it would have to be one way, which is basically what answer choice (A) says - the possible explanation (the lower costs) applies in this case.
