In this Global question it is useful to note that each answer choice is given in the same form. In each answer choice, a pair of cities is given and the question is whether the pair can only be connected to each other, and not to any other city. Because any city connected with Honolulu must also be connected with Toronto, attempting to connect Toronto with only one other city is not feasible. For example, as in answer choice (B), if Montreal and Toronto are only connected to each other, there will be a violation because any city then connected to Honolulu will have to be connected to Toronto.
