I chose A because I thought culture like arts has little consensus about public spending because it seems like the author doesn't want to spend money for the arts while other places like the government does want to spend money and "choose for people the art and cultural events".

For C, I can't seem to find where it says that culture is acquired only through public funding?

Hi lemonade42!

This question is asking specifically about the function of national defense in passage B. This comes in at the start of the final paragraph: "Moreover, culture is not like national defense: a public good that must be available to everyone if it is available to anyone." So a comparison is being made between culture and national defense. In addition, it's a comparison emphasizing difference.

Regarding answer choice (A), there's no language in that quoted text or around it discussing consensus. We'd want there to be some language discussing consensus as it relates to national defense for (A) to be a contender.

Regarding answer choice (C), look to the language right after that quoted text: "I can't buy my own defense policy, but I can buy my own aesthetic experiences." That seems to suggest that defense policy is something that cannot be obtained through private means and rather requires public funding. Thus defense policy is being mentioned for the purposes of making a comparison to a good that can be acquired only through public funding.
