If U runs in the first race, then from the contrapositive of the fourth rule R does not run in the second race, leaving only Q or T to run second:

Let’s examine what occurs when Q runs second, and when T runs second:

               If Q runs in the second race, then T must run in the third race. S cannot run in the fourth race,
               so R must run in the fourth race: U-Q-T-R.

               If T runs in the second race, then Q cannot run in a race. S must then run in the third race,
               and only R remains to run in the fourth race: U-T-S-R.

In both solutions R runs in the fourth race, and thus answer choice (E) is correct.
