Counter-Premise Indicators - Example #2 - Tickets

Hello,

I am looking at the second question about receiving four tickets. The issue I am having with this question is that I see a conclusion indicator "As a result" and I assumed that the conclusion would immediately follow, that being "as a result my automobile insurance rates have been increased." would be the conclusion, however the book says that " do not deserve a rate increase" is the conclusion. I guess my question is, can the conclusion be a sentence after the conclusion indicator ?
