To address the correct answer choice, answer choice (D) states, "During cold periods there are extensive grasslands, but these tend to revert to forest when the climate warms." This explains why the horse population peaked 25,000 years ago and then rapidly declined.

As the stimulus states, horses "thrive in grasslands." We're also told that there was a population peak "25,000 years ago during a cold period that preceded a period of warming." If grasslands revert to forest when the climate warms, this would take away something (grasslands) in which horses thrive. It'd therefore explain why the population peaked 25,000 years ago and then rapidly declined. The decline would be caused by a lack of grasslands.
