How can C be correct when in the administrator's diagram it says: If I is not 1 then H is 3 or 4 (Contrapositive of Rule 4)? In C, I is 1 so H should not be able to be 3 or 4. But it is. Can someone help me to understand? Thanks. :0

Your reasoning commits the flaw of a Mistaken Negation. If I is not 1, H is 3 or 4; if I is 1, nothing necessarily happens. To think otherwise is to think that the negation of the sufficient condition leads to the negation of the necessary, which is a Mistaken Negation.
