In abstract terms, this stimulus argues that even though an action is normally done for reason A, the action taken would not have the desired effect in this case. Therefore, it must have been done for reason B. The fact that the mailers would not have had the desired effect supports the ultimate conclusion that the mailers were sent to test the potential of the mailers to influence opinion.
