Why is A the answer when they actually disagree over the fact that " will the government even give them a fund when they go that way". She sounds like she doesnt care if they continue to operate, just that if they do, the government will probably not give them funding when enrique thinks theyll get the funding.

You are right that they disagree over whether the government will actually give the transit authority funding, but that's not an answer choice, so we have to look for something else they disagree on.

If Enrique and Cynthia disagree on whether this particular maneuver is going to work (get them funding), it logically follows that they probably also disagree on whether the transit authority should try the maneuver. But there is also direct textual support! For Enrique, he says that the transit authority "should" keep running without changing fees, so he is clearly in favor of the idea. Cynthia on the other hand says that because it's unlikely to work, the transit authority "cannot risk" the plan failing, which equivalent to saying that they should not pursue the plan.
