lathlee,

Question 12 is a concept reference question, and you first need to find that the reference is to line 12 ("resurgence" matches "recently grown"). The answer comes from the first part of that sentence--the recent growth is despite the lingering effects of previous government policies, answer choice (A). Because the phenomenon (the resurgence) is discussed throughout the remainder of the passage, you can also follow through to eliminate the other choices:

B. The government isn't part of it.
C. It's community driven in large part.
D. Radio is occurring alongside other avenues.
E. I didn't see this discussed, rather, native elders are contributing.
