Hi Jessamynlockard,
This is a substitution question, so you are looking for a rule that would add the same restrictions and inferences to the game as the rule you are taking out.
In this case we simply want S to be in the West theater. And we still have the rule that U has to be in the East theater. So if we use Answer C which says: "Sales cannot be presented in the same theater as Utilization." It would mean that Sales would have to be in the West theater, since it couldn't be in the East theater with Utilization. That would give it the same effect as the rule they wanted us to take out, so it is the correct answer.
