This is different than what Jeff described above - this diagram suggests that if the Store is Open Late ill get ice cream it is raining outside. That's not the same meaning as the actual rule, which is if the store is open late I'll get ice cream unless it's raining outside.

I'm not sure how you got from the above notation to

SOL & Not IC > RO

but this quote is correct - it's one of the versions Jeff listed above as well.
