Would this game also be considered a limited solution set?

Yes, good job spotting that this is a limited solution set. The numerical distribution of H=2F, especially in combination with some of the other rules, makes this a good candidate for templates. You will end up with a template that is F1, H2, K4. The other template will be F2, H4, and K1. From there you can split the second template into two if you like, one with the VY block seeing F, and the other with the VY block seeing H.
