Great job pointing out that this passage does compare and contrast! The issue with (D), however, is where that compare and contrast actually occurs. Answer choice (D) outlines the organization as three phenomena being explained, their causes examined, then one of the phenomena is described and contrasted with the other two. The water bugs in the passage, however, are not contrasted with the other two types of adaptive responses; instead, the water-bugs are being used to illustrate just the developmental response.

The way the passage is structured is such that three types of adaptation are introduced (regulatory, acclimatory, and developmental), they are each then compared and contrasted (the passage discusses what each of them are, highlights how regulatory and acclimatory responses are reversible, then discusses how developmental responses are not reversible), then proceeds to use the water-bugs as an example of developmental responses. So, we can see that this lines up with answer choice (A): phenomena are presented, then they're compared and contrasted, and then one example (water-bugs) is discussed in detail.
