Is the answer C because of the line in the passage that says "in Godineau's view, without practical effect"?

Hey momgoingbacktoschool! Yes, you're exactly correct - (C) is correct because of that line. Note that that's actually the only line in the passage that specifically gives us Godineau's viewpoint. Whenever I get a question like this that asks, "X person would be most likely to agree with..." (these type of questions are extremely common), I want to go back to the place(s) in the passage where that person's viewpoint is explicitly given ("X person thought that..."). The answer is usually contained right in that very sentence, just like it was in this question.
