I understand why answer C is correct, but I don't understand why D is not correct as well. The answers seem very similar to me.

Question 21 is a main point question. The first step in any main point question is to come up with a prephrase---think of what you expect to see in the correct answer choice. When I read this passage, I determined the main point would have to relate to the Dawes' Act restriction on alienation Native American land and the potential reasons for this policy. That fits answer choice (C) pretty closely. Answer choice (D) indicates that the main point is related to the governmental expansion. While that is mentioned in the passage, it is not the overall main point.
