I am having a hard time understanding how "New Tech does not so much preempt as enhance traditional art form " means exactly that Tech help Art ?

Preempt means take over, but if you say A does not so much preempt B, it does not mean that A helps B ?

Can you help ?

Thank you

To understand this sentence, consider the meanings of "preempt" vs "enhance."

In the context of this sentence, the word "preempt" is best understood as meaning "to take the place of" or "to render obsolete."

On the other hand, the word "enhance" in the context of this sentence is used to mean "to further improve the quality of."

They are saying that new technology, rather than rendering traditional forms of art obsolete or taking its place, is instead working to further improve the quality of traditional forms of art.

To address the last part of your question:
if you say A does not so much preempt B, it does not mean that A helps B ?
Saying something doesn't preempt something else doesn't mean that it automatically helps it. A could just be having no impact on B - it neither helps nor hurts.
