Is the reason why the answer is "E" and not "C" because "C" is too strong of an answer?

For example, in the passage, it talks about how King is inspired by Thoreau yet differs from him. Thus, answer "C" saying "It provided King with a model" would imply that King would at the very least have little grievance with Thoreau's approach OR that King completely agrees with Thoreau, right? Hence, why the answer can NOT be "C", right?

There we're told that "King himself stated that Thoreau's essay was his first intellectual contact with the theory of passive resistance to governmental laws that are perceived as morally unjust" (lines 6-9). This is effectively saying that Thoreau's "Civil Disobedience" influenced King's philosophy on passive resistance to unjust laws.
