I correctly answered this question through process of elimination, but don't feel like I Have a good grasp on why D is correct. Can you please walk me through each answer choice?

The continuous change hypothesis is basically that the law doesn't make a huge impact, rather society naturally evolves which leads to gradual change.

A) Government funds a project. That doesn't sound like what I outlined above.
B) Government provides grants. This one is out, too, for the same reason.
C) Government gives tax incentives. See the trend, here?
D) Nothing about the government! Instead, the economy naturally evolves, leading to positive change. Sounds like the winner!
E) Lobbying leads to government assistance. Same as A, B, and C.
