Hello,
I am considering asking the Undergraduate Program Director at my school for a LOR. I have worked with her closely while I was the president of my program's student association but I've never had a class with her. So I'm wondering if she is still considered an academic reference?

Good question! This is one of those situations where since it's coming from a school and you worked with her in an academic setting, it will count as academic (kind of like, "if it looks like a duck and quacks like a duck, it is a duck").
