The first thing that jumps out about this List question is that the test makers have listed the shelves in reverse order from reality, with the bottom shelf appearing to be on “top.” There’s no good reason for them to have done this other than to create confusion, and to catch a few test takers with this cheap trick.

Despite this weak effort on their part, to attack this question employ the classic List question technique: take one rule and apply it to all answer choices in the question, etc. In this game, the rules should be applied in this order: first, fourth, third, and second.
