We're told that H is the second street cleared by plow 1:

From this, we also know that plow 1 must also plow G, since the same snowplow clears G and H (rule 2). We're also given that plow 1 clears K. So we know all three roads that plow 1 clears, although we don't know the order of G and K. Thus far we have:
